What: This case study showcases an innovative upgrade at the Ruthven Water Treatment Plant in Kingsville, Ontario, operated by the Union Water Supply System (UWSS). To combat persistent algae blooms from Lake Erie—a major operational challenge—while improving flexibility and efficiency, Napier-Reid engineered a custom Dissolved Air Flotation (DAF) solution. The project’s centerpiece was the conversion of an existing clarifier into a hybrid DAF system using its original concrete basin, a complex and cost-effective approach that minimized footprint and capital expense. The retrofit incorporated advanced components including an inlet well, flocculation zone with eight vertical flocculators, flotation tank, air-saturation system, scum skimmers, sludge scrapers, and PLC-based controls, designed to handle flows from 9.8 to 70 ML/d (408–2,917 m³/h) and meet stringent water quality standards. Commissioned in 2020, the system delivered superior clarification performance and reliability. Its success prompted UWSS to commission a second clarifier conversion in early 2025, further validating the design’s effectiveness and scalability for large municipal water treatment facilities.
